an outline of these claims have been distributed to MNE police chief, government "officials"

The Claim brought about by Christopher R. SMITH (C.R.S) , is also on behalf of N.G.O "Freedom e Union

Background : (C.R.S) arrived in Montenegro (MNE) in 2010 without specific plans having diverted his route after the expected initiative in Ghama was complicated by local bureaucratic problems...(C.R.S)  was invited to Podgorica (Pg) via social media by a local young lady who was connected to one of the global groups (C.R.S) monitored/co-ordinated (there are many - for example via the Lbirdco-op/anon links; which recently estmated over 300 groups were directly or indirectly connected, there is no "register" of members but prior to the PLANdemic that was also estimate dat between 3 - 5 million prior to 2020, with an intention to increase this to 20-25 million by 2023...

(C.R.S) did not plan to stay in MNE, however, his vehicle had serious problems, and decided to explore the Balkan region as it was rare that he was unfamiliar with a European area...having lived in, worked with or visited almost all european states apart from the former Yugoslavia..

Initially he was a guest then took a small room, when it was clear it was not practical to retain his vehicle, unloaded his belongings & offloaded the vehicle ... his passport was checked into the central police station by the property owner of the room he initially rented...

We shall avoid delving into the many complaints (C.R.S) had of cheating, interference, corruption, theft , invasion of privacy & even physical attacks and focus on 4 defendants ( "the MNE 4"  )who are named in the claim already lodged ; it is the wish that claim (& related claims) at the ECHR/UN be public and adjoined to an appeal to block the CORRUPT & neglectful state government of MNE from EU membership! (as there are numerous ECHR/UDHR violations experienced by (C.R.S). the numerous (MNE) constitution articles violated in these plaints & contre MNE are listed elsewhere.

Sequence of claims; 

After several years of living in MNE & particulary organising charity & social events & hosting hundreds of visitors at his own expense in Podgorica ..the first issue relevant to "the MNE 4" was several years ago (specific dates stated elsewhere) when after several disputes caused by property owners in podgorica were related to his "regular" taxi drivar (B) ...who suggested meeting a colleague who lived in Danilovgrad (Dg) who may know of a small house empty & available.. they then all met in "Obala" (Pizzeria/cafe) in Dg with Predrag (Pedja) Ivanovic ( director at Namos, Pg & son of the family claimaing to own the house, ) the rent was low and certainly affordable within the budget of (C.R.S). It was a small house , old , needing some renovation, (C.R.S) was willing to do, with external bathroom/toilet and a small terrace area close to the bus station, which made it easy for visitors to find & (C.R.S) to socialize in Pg as Dg had "limits" ..

After aproximately 1 year of advanced cash payments to Ivanovic (Pi) ..(C.R.S)..got :used: to the location and having spent virtually all his adult life changing locaions & travelling.. Proposed to acquire the house in his name (but with no expections of leaving it to an heir, would revert to the "Dg community" should (C.R.S) depart this earth, or move elsewhere...(by his own choice)...it was agreed by (Pi) on behalf of his mother, who signed an agreement in english & local language with a location plan sketched by (C.R.S) as there was no such official document (alledged)

this acquisition would be completed by (C.R.S) paying additional monies monthly in cash to (Pi) ...the matter was settled, and there was an amicable neighbourly relation between the parties ...until after another year or so, having paid every month , the agreed amount, in advance (C.R.S) realised that in 10 years, if there was any dispute he had no documentation to prove the acquisition(apart from his bank statement, which showed the same cash amount being withdrawn each month to pay (Pi).

(C.R.S) had improved the property considerably !!! AND made a 1000e advance cah deposit to (Pi) and the regular payments.. so, politely asked (Pi) for a recipt..

..months went by, and despite reminders, by mouth & email, (C.R.S) received no recept... then at this time (Pi)s father walked into the house , without knocking of invitation.. and as some of the foreign visitors were female it causd some :friction: between the parties.. (C.R.S) reacted by stating that if he did not get a receipt he would stop payments, (until the overpayments had balanced the books )... then one day, without warning, (C.R.S)returned from shopping in Pg to find that the locks had been changed (Pi) had also previously allowed (C.R.S) access to HIS OWN apartment adjacent, but had changed the locks there a few days previously, (C.R.S) had noted the "change in relations" but had not expected such dramatic action by (Pi)

(C.R.S) had to ask (& pay) his :regular: taxi driver (B) who knew (Pi) to access the house & remove his personal belongings (some of the furniture was already installed, but was paid for within the agreement, so legally was belonging to (C.R.S)....it was retained by Pi.. (C.R.S) involved a local soliicitor (Sanida Kojic) who made an approach to (Pi) after he had repaid e750 (of the e1000 deposit) but not the "extra monthly acquisition amount)

Together with the cash stolen by (Pi) and property there was a significant amount owed to (C.R.S) by the Ivanovic family (as techically the mother was legally responsible for the agreement) and after (C.R.S) consulted with lawyer Kojic, she recommended a court action V Pedja (Predrag) Ivanovic ... however, shortly before the matter was due to proceed to court there was a complication of the cost of the court, and (C.R.S) felt that after several years of local experience a local judge in Dg, with an agreement BUT requiring the court to accept "much circumstantial evidence" against (Pi) that this claim should be withheld and added to a general claim v MNE (which is where we are at now).

The above matter had disturbed & disappointd (C.R.S)...especially as his prosnal property had been delivered to the porch of a SPuz football coach, (C.R.S) was associated with (Rolovic) and had to retrieve his personal belongings and had to (yet again) move to another location (found via Rolovic in Pg) ..the "temporary solution" became unacceptable as Rolovic himself was under financial presuure, and abandoned his coachign partnership with (C.R.S) ..despite support from (C.R.S)... to take a job working for an internationsl bus company.. when the electric failed at the Pg apartment (unpaid bill) (C.R.S) decided to take a B & B for a couple of nights in Toloshi as he had some (voluntary unpaid) activities ((C.R.S sponsored / managed several youth teams in Spuz/Dg & Pg!) at nearby "FK Katun" ...

Drinking a coffee with the manager, it was mentioned that there were new houses built in the next street(lane)

Rusa Radulovica ..and was intruduced to "young Aleksa Recevic" (pAR) whose family had "built" the 5 houses in a "close"

..it was quiet , more or less affordable, and completely empty, which meant (C.R.S) had the opportunity, altough at that stage had NONE, to furnish & decorate (etc) the new (lower half of the house at RR97b) "home" according to his own tastes & wishes, there being NO passing no traffic or pedestrians, apart from the Recevic family.. alledgedly no one to confront... how WRONG that expectation proved to be ...

Thirty SEVEN complaints of various violations by Aleksa (who became a "policeman" during 2019/2020 and as time passed even less friendly) over 3 years..during which (C.R.S) also had to INCLUDE lawyer Kojic when (pAR) attempted to remove (C.R.S)...becaue of complaints BY  (C.R.S) , a year or so into the residency ...(rumours had been twisted to imtimate that IVANOVIC had evicted (C.R.S) from the Dg house due to non payments!! such is MNE & its gossip mill!) ...

however, In April , during a social gathering (BBQ) at RR97b (pAR) refered (C.R.S) ..via a "guest" Michal Spevak (MSp)

as (C.R.S) had compained of disruption, noise & nosy members of the Recevic family peering in through the rear bedroom windows etc etc (as detailed elsewhere) and that (C.R.S) must move out in May (pAR) wanted his parents to move there from Bielo Polije (Bp) ... this was during a "pandemic" and the house was FULL of furniture, (C.R.S) refused stating that it was unreasonable (as (C.R.S) had claims against the "REcevic family" and again (despite from friction from the previous cancelled action v Ivanovic) consulted lawyer Kojic, as (C.R.S) felt she was :familiar: and paid her 200e for her to stop the ILLEGAL eviction...

(note in between, there was some corresponce, ONLY via social media with (pAR) ..rather "casual" yet (C.R.S) listed all the problems caused by "REcevic family" ignored by pAR, but (MSp) ...commented (on reflection) "strangely" as if (MSp) agreed with (pAR)..this was not seen as "significant" at the time..)

Also during this period (C.R.S) was regularly attending (when it was not closed , due to Plan demic restrictions)

the local "FK Katun" and its cafe & coaches, and ocassionaly playing football, with, amongst others (MSp) & his sons..

and SUPPORTING another Football coach ; Nemanja Ljumovic (NL) with plans to develop an academy for disadvantaged kids, to organise tournamnts (after lockdown restrictions etc ceased) ...and (NL) asked for help supporting his family (with wife & 2 young children) ..and particularly obtain a truck drivers license.. and agreement was made and (C.R.S) financed (NL) with e1000 and some other amounts, from time to time (for example when his little girl had a birthday, (C.R.S) gave (NL) e50 for that! & bought a bed he didnt need from (NL) and baled him out when he damaged his car in n accident..

(MSp) and (NL) saw each other regularly through football ...at least..

On the 7th May (a Friday) ..(C.R.S). visited lawyer Kojic just prior to having lunch (significantly) with (MSp)..

She informed (C.R.S) that her very clear and strongly worded (recorded) letter that warned ("policemen" Aleksa Recevic) that he cannot legally remove / evict (C.R.S) in this way, had been returned by the post office (pAR) or his brother permanently located at Rusa Radulovica 97b had refused it, obviously...so she proposed that (C.R.S). take it to (pAW) personally. as (C.R.S).had a lunch appoitment with (MSp) who also from the above notes, knew something of the situation between (pAR) and (C.R.S) was shown Kojics opposition to tbe "eviction:.... and (MSp) took a cell-phone picture of the Kojic letter! ..(C.R.S). thought it was just "supportive interest by a friendly football colleague" at the time...especially as (C.R.S) had been informed that the "REcevic family" wanted him to leave the next day (8th may).

but..

as (C.R.S) likes to walk / run / play football & generally stay "fit" he walked back from the "Republic of Good food" restaurant after lunching with (MSp) .. and had a strange instinctive feeling of disaster..then as he got near to the only "home" he had made himself (previously he was married , and the house / furniture was chosen by his wife & later (she died in 2005) other "living partners" (or he had rented..furnished accomodation) ...the windows were all SHUTTERED ..obviously HE had not done that prior to leaving home... he cheack his key, the locks had been changed, HE WAS SHUT OUT of his HOME...AGAIN?????? !!!!!! it was almost sureal, as on the door there was a NOTICE from pAW DEMANDIN that he leave (and remove his furniture, or it shall be "DUMPED") BY the NEXT day,, (8th May)

During lunch with (MSp) it had been mentioned  that (MSp) had an empty "holiday apartment at the coast it you need it!" to (C.R.S)....  but "everything" was inside , clothes, money, passport (and all that furniture...fully fitted kitchen, TWO bedrooms (Inc one DOUBLE bed) and Living room ( 2 couches ) 2 large wardrobes and a "personal shrine" dedicated to his deceased Wife (Jacqui) ..belongings & 30+ years of souvenirs irreplacable & priceless "souvenirs" with emotional attachments collated through his very active lifetime... all : cut off : ...HE WENT UPSTAIRS TO THE UPPER PART OF THE HOUSE (where pAW lived ) ,, no answer... 

what to do??? first, he thought about where he would be sleeping so walked about 10 minutes or so to the nearby (new) "city area, found a caffe and asked the waiter if he knew of a free apartment in this "expensive/trendy" area..

there were hundreds...but it was expensive 30 euros, just to sleep... so then went to Kojic , but by 17h she had left for the weekend..not caring if the clients problem had been solved...of course...

then sent an email to (MSp) to ask if he could meet in the morning early at 07h at RR97b ...as (C.R.S). didnt expect to sleep that night so could be at the house by 06h to catch (pAR) before he left for his POLICEMAN's job..

(C.R.S)...knocked at just before 06h but not before reading a NEW NOTE on the door (of the home he had paid rent for until the END of May...) the note stated " you must take your important belongings within 5 minutes (supervised) " (and by a date a week later to remove futniture, or it will be dumped ) ...(C.R.S). took as much as he though could fit into the rear of (MSp)s car...and they drove to Miriste (lucista bay) the REcevic family and a crew of workmen were watching ...(C.R.S)....knew it was pointless getting "agressive" with so many there against him...

On the way to Miriste (MSp) who had agreed to provide internet access as part of the rental agreement... (almost double the RR97b rent, with extras, and the cost of living at Lucista fluctuates between 50-100% , made a contract with T-com for a wi-fi modem, in Budva...(C.R.S)...would at least have internet and contact with "the world" (Miriste is at an expensive part of the adriatic coasts, where all prices are "tourist inflated"  ...the modem lasted 10 days & stopped working... 

(C.R.S)....has had many reasons to distrust, but tends to be positive with his contacts, until they prove otherwise, did not consider , until much later, that it was :risky: for (pAW) to change the locks when (C.R.S)..could have just been at a nearby market (as was often the case, he would jump on his bike to shop for something quick & be back in minutes) ...however, due to actions /& NON actions of (MSp) recently....REFLECTS THAT (MSp) WAS THE ONLY PERSON THAT KNEW (C.R.S) WOULD BE ABSENT AT LUNCH IN THE centre of Pg (5 kms from RR97b) for a few hours...(giving the (C.R.S).criminal "policeman" and the "REcevic family" time to change the locks without risk of appearance or resistance by (C.R.S) ......" coincidence " or .....?????

lawyer Kojic was also unhelpful. ,,.. (C.R.S) had paid her 200e to effectively stop an ILLEGAL eviction...her "recorded"  letter had been rejected (!) by an "officer of the law" ...? ... could have acted more dynamically in reaction.. and when (C.R.S) emailed friday evening from a caffe in Pg, then again from Miriste to explain what had transpired...as (C.R.S) did not see the point of complaining HIMSELF about a "policeman" to local policemen , instead of finding a new place to sleep etc... expected "his legal representative, another "officer of the law (court)" ...to complain on his behalf, as she had only written a letter, and nothing else... she said she would complain at the main police station in Pg, then later said, "no one was there to talk to (on sunday 9th may) and then didnt want to continue the matter, saying (C.R.S) by then "exiled" at the coast where there is no transport link (and later no wi-fi) "to complain himself".///...

So apart from "circumstances" why include (NL) or (MSp) in this....well..\

a) (NL) was asked (as by this time he owed closer to 2000e ) by (C.R.S) to contact pAR to "rescue " some other items..(NL) was "casual" AND despite being unemployed (and sponsored ) delayed 2 weeks ..and then when it was clear that there was no way (C.R.S) could 1) move the furniture in time or 2) keep it in a 2 room location at Miriste ...looked to find an appropriate charity..(as much of his activiities are "voluntary/"gratis" ) (NL) wanted "his" charity contact ...to take the furniture...to this day, its unknown where e2000 worth of furniture & other items went, but when (NL) eventually brought some (badly packed) small items to Miriste, (C.R.S) told him his opinion!!

b) (MSp)  had already been asked for a small discount by (C.R.S) as he had previously seen the place thought one of his visitors much be rich enough to stay there for a month! ...so (MSp) applied this rate, although still much more than (C.R.S) had paid in Pg at his previous 4 or 5 locations.. (MSp) kept saying, "if you stay here the year, it solves MY (financial?) problems" but there were other problems in the summer of 2020 and in the autumn the rental was reduced to e500 per quarter (3 months) including electricity bills..

with an option to continue if (C.R.S) was still at Miriste in December...

c) (MSp) seemws to have more than a "polite" communication with (pAR) and invited me to join with (NL) and (MSp) at a football tournament in Slovaka, (* MSp works , also, for the Slovakian M.O.D, which is a member of NATO) ...and both (MSp) and (NL) have been to lawyer Kojic office (*NL was also in possession of her files on my suspended action against IVANOV!IC etc  )) ,,

d) (MSp) does not respod to requests for i) the building contractor/seller responsible for the construction fault , nor will he ii) discuss my claim & plaints agasint (pAR)... and iii)  ignores the proplems in Miriste, ( he never has to clean or supervise this apartment, make repairs or maintenance, (MSp) merely visits Miriste to collect the quarterly cash from me, whilst suggesting I travel (also ignoring that my passport was in (pAR)s house the last time I saw it.) and...iv)  i repeat, wishes to PAINT over the MOLD, which is a HEALTH hazard. ( the wet weather has anyway hindered any renovation that might have been previosuly possible..)

Then in December the agreement ( part of which was an option to continue the agreement another 9 months to September 2022!!) was continued...there had been difficulties, but (C.R.S) had overcome them (" being sick of changing location, even being here ALONE in "exile" can be survived" )... however,

During the December meeting , when (C.R.S) gave him the cash to 7 marchm he had shown (MSp) the black spots coming through the wall ; MOLD ; with damp, damages the health as well as property etc.. he had discovered that the bedroom had been built on top of the buildings water tank. which during in the summer is rarely full and with usually hot DRY weather would not seep through,( although that may be also why the bedroom remained "cool & comfortable" when 40c outside!!??)... there have been several other problems, AND (MSp) keeps offering (C.R.S) to go to Slovakia (also with NL??) and Vojvodina with him, gave him a suitcase...and recently a special role helping a football club in that area of Serbija...  however (C.R.S) informed (MSp) several times that he would have to arrange a tarvel document.

(MSp) also considering he is also at the M.O.D of a NATO state, ignored a "CLASSIFIED' aspect WITHIN recent communications ....AND the increase in HEALTH RISK & other damages caused by a larger BLACK patch now almost 2 metres up the wall, that since december caused (C.R.S) to sleep in the living room ( although the Plandemic AND this problem are a HEALTH risk ) (C.R.S) has to go to HN or Radovici, as the combie delivery service & local shop are not available at Miriste in mid winter...(even when they were the prices are 50-100% higher than in Pg!) ... other problems are not mentioned by (MSp) who seems to think the MOLD can be "painted over"  ???

Then a couple of days ago, prior to a meeting (C.R.S) proposed .. to resolve the above ..(MSp) simply sent a new INCREASED cost - contract by email..without explanation contradicting the EXISTING signed agreement (to Sept.7)

Obviously (C.R.S) is ANGRY & upset...and suspects (MSp) of ulterior motives and not least of greed...he & his wife have 6 incomes ...and if (C.R.S) had not occupied Miriste location (which is also, of course,  the location of NGO "freedom & union" a non profit entity ...) ...(MSp) would have been fortunate to achieve a fraction of the income he has already received from (C.R.S) since May 8 2020.....
